Serving the People of Lukulu District with Integrity and Purpose

The formal mandates of Local Authorities in Zambia are derived from the Local Government Act No. 281 of the Laws of Zambia and other relevant statutes. Section 61 of the Act outlines 63 functions of Local Authorities, detailed in the second schedule. These functions empower councils to govern effectively, safeguard communities, and promote sustainable development.

As the Lukulu District Council, we are committed to fulfilling these responsibilities with transparency, accountability, and dedication to public service.

Core Responsibilities

🛡️ Governance & Security

  • Maintain law and order within council areas to ensure peace, stability, and national security.
  • Provide effective administration that upholds transparency, accountability, and good governance.

🐄 Agriculture & Food Safety

  • Regulate the keeping and movement of livestock, including slaughtering and sale of meat.
  • Enforce strict measures for disposal of diseased animal carcasses or meat unfit for human consumption.
  • Promote safe storage, marketing, and preservation of agricultural produce.
  • Conserve natural resources and implement measures to prevent soil erosion.

⚡ Public Safety & Hazard Control

  • Control manufacture, storage, sale, and use of petroleum, fireworks, gas, and other hazardous substances.
  • Establish fire prevention and firefighting services to protect life, property, and the environment.

💧 Water & Sanitation

  • Provide and maintain clean water supplies by establishing water works and water mains.
  • Construct and maintain public roads, bridges, sanitary lanes, and watercourses.
  • Establish and maintain sanitation and drainage systems to manage refuse and effluent effectively.

📑 Civil Registration & Administration

  • Register births, marriages, deaths, and clubs for accurate community administration.
  • Conduct enumeration of persons and property for effective planning and service delivery.

🎓 Education & Community Development

  • Establish and maintain colleges, schools, and day nurseries to promote education.
  • Prepare and administer schemes encouraging community participation in local development.

💡 Infrastructure & Urban Planning

  • Provide and maintain street lighting in public places to enhance safety and security.
  • Regulate land use and building construction to ensure orderly development.
  • Demolish or remove unsafe buildings that pose risks to residents.

🌳 Public Amenities & Recreation

  • Establish and maintain parks, gardens, zoos, pleasure grounds, and open spaces.
  • Promote cultural and social activities that strengthen community bonds.

🏥 Health & Environmental Services

  • Establish and maintain hospitals, clinics, and health centres for accessible healthcare.
  • Deliver environmental health services including waste management and pollution control.
  • Regulate food and beverage production, storage, and sale to safeguard public health.
