Section 61 of the Act outlines 63 functions of Local Authorities, detailed in the second schedule. - Maintain law and order within council areas to ensure peace, stability, and national security.
- Provide effective administration that upholds transparency, accountability, and good governance.

- Regulate the keeping and movement of livestock, including slaughtering and sale of meat.
- Enforce strict measures for disposal of diseased animal carcasses or meat unfit for human consumption.
- Promote safe storage, marketing, and preservation of agricultural produce.
- Conserve natural resources and implement measures to prevent soil erosion.
⚡ Public Safety & Hazard Control
- Control manufacture, storage, sale, and use of petroleum, fireworks, gas, and other hazardous substances.
- Establish fire prevention and firefighting services to protect life, property, and the environment.
💧 Water & Sanitation
- Provide and maintain clean water supplies by establishing water works and water mains.
- Construct and maintain public roads, bridges, sanitary lanes, and watercourses.
- Establish and maintain sanitation and drainage systems to manage refuse and effluent effectively.

- Register births, marriages, deaths, and clubs for accurate community administration.
- Conduct enumeration of persons and property for effective planning and service delivery.
