The Community Development Department is the social empowerment arm of Lukulu Town Council, responsible for promoting inclusive growth, supporting vulnerable groups, and strengthening community participation in local governance.
We play a vital role in improving livelihoods, fostering social cohesion, and ensuring that development initiatives respond to the needs of all residents.
Our department works closely with local leaders, civil society organizations, and community groups to implement projects that enhance social and economic well-being across Lukulu District.
The department is headed by the District Community Development Officer, who provides leadership and oversight across all community-based programs.
Under this leadership, the department implements strategic initiatives to empower our communities:
Assisting vulnerable groups such as women, youth, the elderly, and persons with disabilities through targeted programs and services.
Providing vocational training, entrepreneurship support, and income-generating activities for community members.
Encouraging citizen participation in development planning, decision-making, and local governance processes.
Implementing initiatives aimed at improving household incomes, reducing inequality, and creating economic opportunities.
Promoting gender equality, youth empowerment, and creating inclusive opportunities for all community members.
Coordinating programs that provide relief and support during emergencies, hardships, or social challenges.
Through these functions, the Community Development Department ensures that Lukulu District's growth is people-centred, inclusive, and sustainable.
By empowering communities to take part in their own development, the department strengthens social bonds and builds resilience for future generations.
