Learn About Our Services

Service Overview

Pontoon Services are among the devolved functions entrusted to Councils, enabling local authorities to manage and operate water transport systems that connect communities across rivers and waterways.

In Lukulu District, which shares boundaries with Kabompo and Mitete Districts, the mighty Zambezi River forms a natural divide. To bridge this gap, Lukulu operates the Watopa Pontoon, a vital crossing point that links residents to Kabompo District and the rest of North Western Province.

River crossings in this region are essential for trade, travel, and access to services. By managing pontoon services locally, the Council ensures that transport remains safe, reliable, and affordable for residents, while strengthening accountability and responsiveness to community needs.

  • Strategic planning for water transport infrastructure
  • Operational management of the Watopa Pontoon
  • Safety compliance and maintenance oversight
  • Revenue collection and financial management
  • Stakeholder engagement and community relations
