Our Commitment to Community-Centered Records Management
At Lukulu District Council, we are dedicated to implementing efficient, transparent, and accessible records management systems that serve our community's needs while preserving our historical heritage for future generations.
📜 Background
The National Archives of Zambia was established under the National Archives Act, Chapter 175 of 1969, to preserve, control, and manage public archives and records of government, state corporations, missions, and individuals.
Traditionally, the National Archives handled custody, preservation, and lawful access to manuscripts, maps, pictorial materials, and other records of national importance.
🏛️ Functions Devolved to Councils
Local councils now play a direct role in records management, with responsibilities that include:
Custody of Public Archives
Councils are tasked with safeguarding government records, ensuring they are properly stored and protected from damage or loss.
Records Management Systems
Councils must establish and maintain both manual and automated records management systems. This ensures easy retrieval of information and supports improved service delivery.
Preservation of Historical Materials
Councils preserve manuscripts, maps, and pictorial records that reflect local and national heritage.
Training and Oversight
Officers from the Ministry of Home Affairs and the National Archives provide guidance and training to council management teams on how to implement these devolved functions.
Access to Information
Councils facilitate lawful access to public records in line with the National Archives Act, balancing transparency with confidentiality requirements.
🌍 Why Devolution Matters
The decentralization of records management brings significant benefits to our community:
Improved Service Delivery
Local councils are closer to communities, making it easier for citizens to access records and receive timely services.
Effective Decentralization
Reduces bottlenecks at the national level and empowers councils to manage their own archives efficiently.
Cultural Preservation
Councils can better preserve local history and heritage, ensuring that community-specific records are not lost.
Operational Efficiency
Automated systems at council level streamline record-keeping and retrieval processes, saving time and resources.
Enhanced Accountability
Local management ensures greater transparency and accountability in records handling and access.
Community Engagement
Encourages community participation in preserving local history and accessing government services.
⚖️ Legal Framework
The devolution of records management is anchored in the National Archives Act (Cap. 175), which provides a comprehensive legal foundation for:
Preservation Mandate
Legal authority for the preservation and custody of public archives at both national and local levels.
Records Control
Procedures for the control and systematic disposal of government records.
Access Regulation
Framework regulating lawful access to archives while protecting sensitive information.
Security Provisions
Restrictions on unauthorized removal or export of archives to protect national heritage.
